Houston school board member Larry Marshall has withdrawn his request to halt the civil lawsuit that accuses him of taking part in a bribery and kickback scheme involving district contracts.
The original request, filed in federal court a month ago, said Marshall wanted to stay the lawsuit against him pending the outcome of an ongoing criminal investigation.

There are 70 girls and 45 boys in the College ID camp, which costs $250 for four days of instruction, a printed evaluation from coaches at the camp's conclusion, a new soccer ball and a T-shirt. North Slope police investigate discovery of body on coast

While Harrell’s move to the bullpen is being made in the hope he can regain his 2012 form, it’s also being done to send a message to the mercurial righthander, who has blamed everything from the club’s increased defensive shifts to a lack of offense for his 2013 struggles.

Harrell is 5-9 with a 5.04 ERA. He’s allowed one or no earned runs in 10 of his 19 starts. But he gave up seven earned runs Friday during the Astros’ 10-5 loss to the Rangers and has allowed five earned runs or more in six outings.
“The overall answer to (his return) will come down to him,” Astros manager Bo Porter said. “Sometimes we take a step backward to take three steps forward. And it all depends on how you take the news — (it) will go a long way in how you are able to get through this phase of your career.”
Harrell went 11-11 with a 3.76 ERA in 2012, striking out 140 and walking 78 in 193 innings. Asked if he wants to remain with the Astros, Harrell provided a complicated answer.

Rotation tweak before break
The Astros will play five games in seven days before the All-Star break, and Bo Porter has yet to set the club’s rotation for a three-game series at Tampa Bay.
The manager said a new fifth starter could be named, and a short-term move — promoting a pitcher already on the 25-man roster from the bullpen — is an option. However, the Astros could simply use four starters until the break.
Bud Norris is scheduled to start Tuesday at St. Louis, and Jordan Lyles will face the Cardinals on Wednesday. Brad Peacock and Jarred Cosart are among the candidates for promotion from Class AAA Oklahoma City. But the Astros also have starters turned relievers such as Paul Clemens, Brett Oberholtzer and Travis Blackley in their bullpen.
“It all depends. As the next couple days go along, Jeff (Luhnow) and Doug (Brocail) and myself and the staff, we’ll talk about it and try to figure out what’s the best move,” Porter said. “It really is one start before we finish the first half of the season before we head into the All-Star break. And then we basically will go back to a five-man rotation in earnest throughout the course of the regular season.”

Pollution cuts life spans by 5.5 years in north China, study

Greenstone and his co-authors found that north of the river, total suspended particulates, or TSPs, were over 500 micrograms per cubic meter, or 55 percent higher than levels in the south. Life expectancy in the north was 5.5 years lower - almost entirely because of higher incidences of cardiorespiratory deaths. Based on their modeling, the researchers estimated that the 500 million residents of northern China in the 1990s collectively lost 2.5 billion years from their lives. "It's a huge loss. Heavy polluters are being asked to reduce their emissions for each unit of economic output by 30 percent by the end of 2017. But critics say that if economic growth continues to exceed 7 percent annually, total decreases in pollution will be small. Chen noted that based on other studies of how much economic growth Chinese citizens would be willing to give up to prolong their lives, he can conclude that the public would be willing to forgo up to 2 percentage points of economic growth to reduce particulates by 100 micrograms per cubic meter. Numerous Chinese cities have average particulate readings of 200 to 300 micrograms, Chen noted, while in the U.S. the average is 20 to 30. Long-term exposure to each additional 100 micrograms cuts life expectancy by three years, Chen and his team concluded. Chen's study looked at TSP levels measured in the 1980s and '90s. That standard has been replaced by one called PM 10, which measures particulates 10 micrometers in diameter or less. That's one-seventh the width of a human hair. In recent years, scientists have been focusing on even smaller particles, known as PM 2.5.
