WASHINGTON- A break for smokers- Glitch may limit penalties

<html>WASHINGTON They huddle outside office buildings and they can't satisfy their nicotine cravings by lighting up on planes and trains, but now smokers could be getting a break from an unlikely source. A glitch involving President Barack Obama's health care law means smokers may get at least some relief next year from tobacco-use penalties that could have made their premiums unaffordable. In yet another health care overhaul delay, the administration has quietly notified insurers that a computer system problem will limit penalties that the law says the companies may charge smokers. A fix will take at least a year. Older smokers are more likely to benefit from the glitch, experts say. But depending on how insurers respond to it,The Ways to Delete History from Computer, it's also possible that younger smokers could wind up facing higher penalties than they otherwise would have. Some see an emerging pattern of last-minute switches and delays as the administration scrambles to prepare the Oct. 1 launch of new health insurance markets for people who don't have job-based insurance. Last week, the White House unexpectedly announced a one-year postponement of a major provision in the law that requires larger employers to offer coverage or face fines. The smokers' glitch is "a temporary circumstance that in no way impacts our ability to open the marketplaces on Oct. 1," Health and Human Services spokeswoman Joanne Peters said in a statement. A June 28 HHS document couched the problem in technical language: "Because of a system limitation ... the system currently cannot process a premium for a 65-year-old smoker that is ... more than three times the premium of a 21-year-old smoker," the industry guidance said. If an insurer tries to charge more, "the submission of the (insurer) will be rejected by the system," it added. Starting in 2014, the law requires insurance companies to accept all applicants regardless of pre-existing medical problems. But it also allows them to charge smokers up to 50 percent higher premiums - a way for insurers to ward off bad risks. For an older smoker, the cost of the full penalty could be prohibitive. Premiums for a standard "silver" insurance plan would be about $9,000 a year for a 64-year-old non-smoker,As Sam Sees It- When Will Revenues Rev Up- 0, according to the online Kaiser Health Reform Subsidy Calculator. That's before any tax credits, available on a sliding scale based on income. For a smoker of the same age, the full 50 percent penalty would add more than $4,The UAW Makes Article Marketing Much More Tolerabl,500 to the cost of the policy, bringing it to nearly $13,600. And new tax credits available to help pay premiums cannot be used to offset the penalty. The underlying reason for the glitch is another provision in the health care law that says insurers can't charge older customers more than three times what they charge the youngest adults in the pool. The government's computer system has been unable to accommodate the two. The administration is suggesting that insurers limit the penalties across all age groups. The HHS guidance document used the example of a 20 percent penalty for young and old alike. In that case the premium for a 64-year-old would be about $10,900,Nike Dolphins 22 Bush Blue Women Game Jerseys, a significant cut from the $13,600 if insurers charged the full penalty. Younger smokers and older smokers can still be charged different penalties,Nike Cardinals 4 Kolb Red Women Game Jerseys, but if the total of premiums and penalties is more than three times greater for older smokers, the system will kick it out. Insurers had not expected such limitations. Before the glitch popped up, experts said the companies would probably charge low penalties for younger smokers, and much higher ones for older ones. "Generally a 20-year-old who smokes probably doesn't have much higher health costs than someone who doesn't smoke in any given year," said Larry Levitt, an insurance market expert with the nonpartisan Kaiser Family Foundation. "A 60-year-old is another story." It's unclear what insurance companies will do. Another workaround for the companies would be to charge the full penalty to both younger and older smokers. In that case, there wouldn't be any savings for older smokers, and younger ones would see a big price shock. Levitt said he suspects insurers will keep the penalties low to sign up more young people. That's happened so far in three states, he added. But health care industry consultant Bob Laszweski said he thinks insurers will do the opposite, hitting young and old with high penalties. "It's going to throw cold water on efforts to get younger people to sign up," he said. Workers covered through job-based health plans would be able to avoid tobacco penalties by joining smoking cessation programs because employer plans operate under different rules. That option is not guaranteed to smokers trying to purchase coverage individually, prompting 10 states already to limit what insurers can charge smokers buying individual coverage.</html>

NUERBURGRING, Germany- Sebastian Vettel wins 1st Grand Prix

<html>NUERBURGRING, Germany Three-time defending Formula One champion Sebastian Vettel surged ahead in his Red Bull at the start of the German Grand Prix on Sunday and held off a strong challenge from the two Lotus cars to win his first race on home soil. There were no tire blowouts but the race had its share of bizarre incidents,Consider to Find Reliable Link Building Company fo, with a loose wheel flying through the air in the pit lane and an abandoned car drifting on its own down the track. Vettel started second behind pole sitter Lewis Hamilton and powered past the Mercedes driver into the first bend. The German then held off the Lotus pair of Kimi Raikkonen and Romain Grosjean for his fourth win of the season. Raikkonen was second, only a second behind, and Grosjean third, 5.8 seconds off. Ferrari's Fernando Alonso took fourth,Directory Submission Benifites For Ranking, 7.7 seconds behind. "I am happy the race was 60 laps and not 61 or 62,Vikings 4 Favre white women Jerseys, the Lotus were incredibly fast and pushing very hard and Kimi was putting a lot of pressure on me at the end," Vettel said. "It's incredible to win at home, a great relief. It's sweet to win here but at the end it's just another race. I'm happy to take (the) win and score some points," Vettel said. Vettel had been without a win in Europe for 22 months and - more obscurely - had never won a race in July. Vettel's 30th career victory extended his championship lead over Alonso to 34 points - 157 vs. 123. Raikkonen moved up to third with 116. Hamilton struggled with his tires and finished fifth as Mercedes again failed to live up to the promise of a fast qualifying. Hamilton was also passed by the other Red Bull of Mark Webber before the first bend, who went past Hamilton on the outside as Vettel drove by inside. But Webber lost a wheel when he was released from his first pit stop too soon and finished seventh after dropping to the back of the field after the incident. The flying wheel struck British cameraman Paul Allen in the left side. He remained conscious and was treated at the circuit before being taken to a hospital for observation. Race officials later said he had a cracked rib and a fracture in his shoulder. Red Bull was fined $38,650 for releasing Webber too soon. While the tires held and made the threat of a drivers' boycott redundant, another scary incident took place when Jules Bianchi's Marussia spewed smoke and caught fire briefly. Bianchi got out of the car, which started freewheeling down the track on its own. There were no other cars coming as the driverless vehicle ended up on grass, hit a trackside billboard and came to a halt as stewards rushed to control it. That brought on the safety car for five laps,MLB Caps-005, which brought the Lotus cars closer to Vettel. Despite coming close, neither Lotus managed to get past Vettel. Raikkonen went for his third and final pit stop with 10 laps remaining and overtook Grosjean five laps later,Thinking about SEO services and website designing in India, on team orders. "Maybe we should have gambled, the tires were good," Raikkonen said about his late pit stop. "I wonder if we should have gone to the end. "But I had massive problem with the radio. I could hear the team but they couldn't hear me." The tires became an issue after a series of blowouts at last week's British Grand Prix, prompting drivers to threaten with a pullout if the problems persisted in Germany. Tire supplier Pirelli made some changes and the tires held, before the Italian manufacturer provides a new compound to be used for the first time at the next Grand Prix in Hungary in three weeks. Raikkonen is being mentioned as Vettel's possible future teammate. The drivers are friends off and on the track but were non-committal when asked Sunday about such a move. "At the end, it's not my decision," Vettel said. Webber is leaving the team at the end of the season to join Porsche's sports program. The Australian finished seventh, behind McLaren's Jenson Button, after having to fight from the back of the field following his pit-lane accident.</html>

Ultimate Astros Appel shakes off rough start to pro

<html>TROY,What Need to Net Marketing and advertising Product, N.Y. ― One pitch into his professional career,New England Patriots Critical Victory D.Grey T-Shirt, Mark Appel was watching his center fielder chase a triple that went over his head.

Two pitches in, the Astros’ No. 1 pick in the draft was trailing.

“Welcome to pro ball,” Appel said Friday.

Twenty-six pitches in, he was safely back in the Tri-City ValleyCats dugout, having encountered some early rust and an aggressive opponent but more or less surviving his greatly anticipated debut.

He nearly matched the prescribed limits of two innings and 30 pitches, throwing 19 in a rough first inning and seven in a smooth second. After 19-year-old Red Sox prospect Tzu-Wei Lin smacked one over center fielder James Ramsay’s head, he gave up a run on a groundout then followed with two more singles and an RBI groundout early in counts before an eight-pitch strikeout to close the inning. A learning experience

The second inning, which he was no guarantee to finish given his pitch count in the first, went quickly on three groundouts by eager Lowell batters.

“After the first pitch he was in war,” Tri-City manager Ed Romero said. “I think it’s something he’s going to learn from and he’ll be prepared. (In the second inning) he knew what he was up against and he started using his breaking stuff more instead of basically relying on the fastball in the beginning and he started to pitch better.”

Appel, who also throws a slider and a changeup, worked off a fastball that according to a scout in attendance, was mostly sitting at 94-95 mph and looked “comfortable.”

“It wasn’t my best, but it wasn’t my worst,” Appel said. “I think it was a good starting point for the rest of the season. I was just glad to get out there, get my feet wet and get my work in because that’s what it’s about right now.”

Peak velocity, which for Appel at Stanford was in the upper 90s, was not expected given that he hadn’t seen game action in 42 days because Stanford failed to make the NCAA Tournament following Appel’s last regular-season start ― a win over UCLA. He had spent a week at the Astros’ spring training complex in Kissimmee, Fla., trying to get sharp again. This was hardly an ordinary outing, though.

D’Andre Toney, who started for the ValleyCats in left field, said nobody wanted to make a bad play to ruin Appel’s first start, a level of grandiosity that Appel was by no means trying to project.

“It was a long time coming, but I didn’t try to approach it any different from any other game,Atlanta Falcons Women's Heart & Soul Black T-Shirt,” said Appel, who will likely make one more start for the short-season club before moving on to a higher-level minor league affiliate.

History in the making

There was plenty of excitement for the debut in Upstate New York, where the ValleyCats were selling Appel shirts with the No. 28. (His Stanford number of 26 was taken, so the ValleyCats assigned him his Team USA number.)

And a crowd of 5,854 squeezed into a stadium of 4,Automatic Backlink Creator,500 seats to see the first No. 1 overall pick in the minor league club’s history and a win on a walk-off passed ball in the 10th inning ― a play Appel claims with witnesses in the clubhouse to have predicted from the dugout.

There were also authenticators from Major League Baseball at the ballpark to save the memorabilia depicting all of Appel’s firsts.

“I didn’t know about that until probably an hour and a half before the game,” Appel said. “I don’t know if any of that stuff will ever mean anything down the road,Making Money using Software Affiliate Schemes, but it’s pretty cool.”
